Anchor text optimization without being penalized

Hey guys,

Saw this great article today from Jonathan Ledger about anchor text optimization.  Google has been saying they are going to penalize some sites for over optimization meaning too many links all coming in with the same keyword.  However Jonathan found some examples where the penalty doesn't matter.

Ben,

Im not 100% on the article in every way.  As far as anchor text links go, are we talking about other sites linking to us with the keywords that we are trying to rank for or is this also inpage links as well such as what is done with SEO SMARTLINKS plugin, linking certain words to internal pages.
