Google Keyword CPC?

I've been looking at google keyword tools searches and searching terms. Say I do a search for 'blue widgets'. It has good monthly searches, low competition but costs .50-$1 CPC. When I google it there are no advertisers. Why would the average CPC be .5-$1 if there are no current  advertisers?

I do not know what their current minimum amount is but I gather it may be the .5  Maybe that is what they say when there is no competition.  Setup a campain and find out what the minimum bid amount is.  You can limit it to that amount.
